The two tools are different, the dwf is intended primarily for drawings, the pdf allows to handle any document.
The pdf could join the dwf in condition that compatibility AutoCAD 2004 is available as soon as possible. The advantage of the DWF is the management of the layers without having to filter them, the pdf allows a cleaner and printable presentation easily. Tools annotations of the dwf are less wide than those of the pdf version 6. The dwf can be imported in AutoCAD in order to take again the annotations (red lines), from pdf it is also possible while passing by a Postscript to DXF conversion.
The format dwf is more practical for the manufacturers, they have specialization to work with evolved drafting softwares. The pdf is a marvellous tool to diffuse and to recover informations from ordinary users, even on complex drawings or documents.
