Unfortunately, the techs are correct :(.

One of the changes made during the 5->6 updating of the
PDFMaker tools was this. I've not been able to find anyone who can
explain WHY the change - other than that someone on the engineering
team thought it was a good idea and didn't bother to tell anyone...

The ONLY workaround I've been able to come up with is to
generate two PDFs - one using PDFMaker (to get all the links, etc.)
and then a second using a standard "Print to Adobe PDF" to get the
change bars. Then bring them both into Acrobat and copy/paste the
links & bookmarks over :(.
