The following link eliminates issues with Quark and borders ... though it will not harm if you try it:

However, ensure you are running Acrobat 5.05 and the PRESS OPTIMISED settings as a starting point. Also ensure you use Quark 4.11.

Additionally, does the PDF look EXACTLY like the printed article? Are we sure this is not a trapping issues on the printers end?
