In Acrobat 6 you have the option of inserting Watermarks or Backgrounds,
'Document > Add Watermark & Background'. The image needs to be in PDF
format and won't be highly editable once in Acrobat.

You could try an Acrobat extension like ARTS PDF Stamper/ARTS PDF
ImageWorks if you need further functionality.
