Topic: How to create PDF?

We have to generate PDF document from server side using Java.
There are two types of documents that we have to generate.
One type is standard document that we get from customer and
we have to fill in the data using our application. Other type
is dynamic where number of pages and contents can vary.
Content does not vary much. For example, last page should
have the Name and line for signature at the end of the other
stuff that we display in that page. Content above the name
and signature might end at the top or bottom or middle.

I know that for standard document we can use FDF tool kit to
fill in the form data. But can we use the same toolkit to
generate second set of documents? If so, is there a way
to control position of the field dynamically.

Other option I am considering is, XML-FO but for standard document
this requires creating XML-FO file. How do we create this?
Is there any tool that can write XML-FO for given PDF file?

Any suggestion is greatly appreciated.
