Garbage in = garbage out. You may be familiar with some of the specific requirements of offset printing in your organisation, and that these requirements are different everywhere? For instance, you might need CMYK, or images that are 200 dpi. (Just an example, not a general rule). You'd also want embedded fonts.
All of these are crucial issues, and there's no guarantee that if Joe Punter makes a PDF that he will do any of those things. Pre-flighting is a necessary step to make sure that PDFs were not garbage in. And prepress? Skilled pre-press operators are as necessary as they ever were.
