Topic: Completing Forms On the Fly

I have a customer who receives 1 to 60 page forms via email. The forms are in pdf, tiff or special vendor formats. There is no way to officially set all these forms up so they must be filled in "on the fly" by secretaries.

Need to choose an order from a SQL database accessed via remote desktop and pull fields from the order to quickly fill in these form fields. Also, need to save the document for further revision and be able to pdf the completed forms back to the vendors.

Anyone know of a tool I could use to quickly develop this application?
