You could edit the FDF or get a copy of the PDF form and from the "File" option of the menu bar use "Import" the "Form Data..." to populate your copy of the form.
If you can place a copy of the PDF form in the same location as the original desktop, you should be able to open the FDF without problems. But this probably would only work with Windows 95 and 98. Windows XP has a different approach to security and storing files which could cause problems or more work to implement.
