One of the underlying purposes of PDF is that you can show your client the file that will actually be used in the final print process. In packaging we routinely create files which include items like pattern whites, lacquers, coldseals, etc., not to mention object-orientated traps (for instance yellow text spreading 0.5mm into a background colour looks pretty awful if you haven't got overprint preview to see what the final result should look like). A large client such as one of the major food manufacturers may have many hundreds of account managers, buyers, marketeers, etc. who would wish to see such a file and obviously buying a full copy of Acrobat for each of them, even under a group license, would be prohibitively expensive. THAT was our justification.
