No, Digital Signature 'usage rights' is a feature of LiveCycle Reader
Extensions - not Acrobat 7 Pro.
I have asked to have the Reader page updated to be more clear.

I read this at the Adobe Reader 7 web pages, which seems to suggest that 7
Pro allows for digi sigs in Reader (well, the way I read it it is saying
that both Reader Extensions and 7 Pro enable this)
