I have a large node-and-arc diagram that I can export from the graphics
program as a hyperlinked HTML image map or as a PDF vector image.

Are there any tools available to layer a hyperlinked HTML image map
and a PDF vector image of the same image so that it is both text
searchable and image-map-clickable in Acrobat Reader?

(I see that GoLive CS PDF Link Editing mode allows one to edit a PDF
vector image to draw hyperlinked rectangles while retaining text
searchability of the nodes in the diagram. But this is too tedious given
the number of nodes in the diagram.)
