Hi,
Okay firstly, if you want to use Adobe Policy Server you have to
*purchase* it from them first. It does not come included in any version
of Acrobat 7. For information on licesing it see here ->
http://www.adobe.com/products/server/policy/main.html.
Now, once you've licensed it from them you are able to manage and apply
your Policy Server policies from either within the Acrobat 7 interface
or via the APS (Adobe Policy Server) web console. This web console is a
browser-based interface that is setup when you install the product. The
end-users (people opening the PDF/s secured with Policy Server) require
only to have the free Adobe Reader (v7 I do believe though) installed.
So I guess the important point here is that Policy Server is its own
product in itself. Once you've purchased this from Adobe then you can
being using it in either of the situations above.
If you have any *specific* question about Policy Server, just post it
here.
You might be interested in this article at Planet PDF too, it's an
interview with one of the Adobe guys about PS:

Hope this helps.
