Apparently Acrobat/Reader 7 has introduced a new "Help" message that appears
whenever a PDF form is viewed in the browser. This new message appears at
the top of the PDF as though it is part of the web page, adjacent to the
PDF. Our current UI design hides Menubars and toolbars and provides user
interaction/navigation within the PDF being displayed.

Is there a way to preempt this 'Help' message ?

Will this happen with all external viewers ?

This is type of intervention can be especially disruptive to a well
developed custom UI.
