Does anyone know how I can permanently change the default settings for the PDF Optimizer?

OK, Here's the deal. My design group likes the ability to import PDFs into Quark but when they use the "Reduce File Size" feature to save a pdf into a valid version for Quark it downsamples the images. Now I know you can go "Advanced > PDF Optimizer... and change the downsample settings per pdf so they don't downsample but I want to change the setting within the PDF Optimizer to default for every pdf without having to turn those setting off every time. Does anyone know how I can permanently change the default settings for the PDF Optimizer?
