Topic: Problem opening an fdf file in Browser

I have a fillable pdf form called P1.pdf. I filled it and exported a fdf file called P1.fdf, both stored on the root of my C drive. If I double-click on P1.fdf, it opens the P1.pdf file properly in Adobe Approval.
However, if I go into Internet Explorer 6 and browse to the path C:\P1.fdf, I get the error: File does not begin with '%PDF-'. By the way, browsing to C:\P1.Pdf works fine but, of course, doesn't fill in the fdf file data.

Why am I getting this error in IE6 and what can I do to correct it? Thanks for your help with this frustrating problem.
