I've been searching far and wide for a tool that will allow me to create PDF documents and insert SVG images as vector images. I do not want the images rasterized because of the loss in quality and the size of the documents (potentially 100+ pages with lots of charts and graphs).

It would be acceptable to rasterize if I could use a lossless compression algorithm that works well with geometrically simple images, such as GIF or PNG. My understanding is that such compression is not available within a PDF, but I'm not an expert.

Any suggestions would be most welcome. Thanks!
