Well, that will add Tags, but it will not ensure the tags make any
sense.

The images were tagged by the MakeAccessible plugin when you ran it (Add
Tags to Document), but what is missing is the alt. text for those
images, which you now have to add through the Touch Up Reading Order
Tool in Acrobat 7.0 Professional, or else through the Tags panel.

Know that adding tags with the automation is one thing, ensuring that
the tags are actually meaningful and useful is up to you. The automation
cannot assure functional or meaningful tags except on the simplest of
documents.
First and foremost, anyone seriously intending to understand what Tags
in PDF are about and how to create and manipulate them simply HAS to get
cozy with pages 362-414 of the Acrobat 7.0 Professional Help Manual, the
section dealing with Accessibility.
