Topic: Loading in jpg/gif as PDDoc

I have been beating my head against this problem for a while.
I am trying to load in variety of files to Acrobat 6 using AVConversionConvertToPDF, however the results seem very inconsistent. On occasion, the process will work, but usually loading in a jpg or gif will throw some error ("unrecoverable error", "error loading file", most common is "unknown error").
What really gets me is that it does work occasionally. Can anyone tell me if they have used this function successfully, for something like this? Is it a problem loading the files? Should I be using some other function/process/program?
I am writing multi-threaded plugin to sit and monitor a folder, loading anything that comes into that folder and save it back out as an EPS. If there is an easier way I would love to hear it, although using another 3rd party plugin isnt much of an option (need to be able to change things easily in future).
Thanks for any help....
edit It also completely fails to load in a txt file. Is this normal too?
