Topic: server side PDF creation

I'm looking into creating a website that allows my clients to input data into HTML form fields. This data would then be fed to PDFLib for placement into a PDF business card template, probably using the PDFLib Block editing tool. The complete PDF would then be displayed to the client for approval. The client approves the PDF and it is forwarded to us along with an order form/job ticket.
My questions are:
1. When I choose a programmer to code the automated sections (data>PDFLib, PDFLib formatting, display of file, job ticketing etc) what language is going to meet all of those requirements?
2. I want the block creation/filling routine to take into account the number of lines of text in a given block into account and adjust the vertical location coordinate of the block. Is this possible?
3. Any developers in Australia (NSW) willing to take a swing at this solution are welcome to reply and we can talk terms.
