Hi,

we had the same kind of problem and solved it quite easy. It still costs money but its much cheaper than adobe.

Basically there is a tool called Aloaha PDF Suite. It can convert any docments into digitally signed PDF Documents.
What we do is that we buy the licenses for the Aloah PDF Suite from Wrocklage Intermedia and give them for free as an extra service to our clients. They install it, write in winword or whatever their stuff and sign&mail it back to us. It really paid of for us. Aloaha PDF Suite licenses are available for 49 Dollar on http://www.aloaha.com but I would contact them directly.
Depending on the ammount of licenses you need they can go down to 5 USD/License.
