You should treat each subsection of the table as a separate table for
tagging purposes. Then, repeat the header information for each
subsection via alt. text.

There's nothing wrong with a linked Table of Contents, but it adds very
little value in accessibility terms. Instead, focus on making good
bookmarks instead, which are far more useful to screen-reader users than
most on-page Table(s) of Contents, linked or no. Other (non-disabled)
users really appreciate bookmarks as well.
