Topic: European Union document (constitution) unreadable in Preview, readable in Acrobat Reader

PDF fromats are for sharing information... a standard for everyone hopefully... so when it comes to the debated new European Convention I was flabbergasted that this document does NOT show up proberly in Mac OS X (10.3.9) Preview (2.1), but does show normally in Acribat reader (6.0)
When I look (in Acrobat reader) it says in Document properties:
TTA205E388t00 (Embedded Subset) and 4 more of such lines

I had similar problems with documents directly taken from the European Union site.
In my view such a document should be readable on a wide variety of platforms... Is it maybe a flaw of Preview/Mac or a too eleborate usage of fonts in the original document
