I have a scenario where I need to edit pdfs forms that have been created in a number of different products. Many come from PageMaker, Illustrator or Acrobat. Some also come from Word and other apps. Mostly, I will be adding or editing fields to these pdfs.
These pdfs are government forms and the most important attribute of my editing tool to make as few incidental changes when opening and resaving the pdf.
My observation is that the form designer in Acrobat 7.0 is not very good at this. For example it often seems to make font substitutions without giving me much control over the changes.
The best pdf editor that I've found is Illustrator. It seems to do the best job of round-tripping files with the fewest changes and allows me to have a good amount of control over font substition. It also seems to do the most thorough reading and rendering of the pdf contents into graphical objects.
Any other suggestions of editors that I might consider and why?
