You are trying to solve the wrong problem.
You don't really care that a user can put a copy of your PDF
on their computer (whether via the Internet, CD or even "sneaker
net")...What you DO care about is that only authorized users can USE
that PDF. Correct?
Therefore, what you need to look at is Digital Rights
Management (DRM).
