Do you mean, some text on the page is disappearing after you add tags?
Or are the headers missing from the tags? The latter isn't usually a
bad thing...

OK, you most likely have a substandard PDF there.

Well, you could try refrying the PDF (printing it through Distiller),
and then try tagging that. There are some 3rd party tools that will
have a go at fixing Unicode mapping issues - PDF Enhancer comes to mind,
and the demo is free. Ideally, go back to the application that created
the PDF and ensure your fonts are all present, etc. Create the PDF
through Distiller (maybe you already did?), and try tagging it again.
