Topic: Converting Tagged Database Content to PDF

We are developing a simple Content Management System to store and edit data for a large (500 page) document. Basically there are sections and subsections with titles and rich content (text, graphics, tables, etc). The content will be stored in an Oracle table, but we are planning to use a FreeTextBox (FTB) control to allow edits to the content. The FTB stores the information using HTML tags to markup the content, including IMG tags when images are added to the content. Now for the question.

We need to be able at times to press a button and generate a PDF version of the entire document. What tools would this require? I have looked at activePDF toolkit but am not sure how it will handle the TAGGED content. Thanks for any suggestions.
