At an absolute minimum, you will need Adobe Acrobat Professional 7.0 -
$449. Correcting the reading order will be simple - use the Touch Up
Reading Order Tool, and/or the Tags panel. As for the equations, you
will need to come up with your preferred alternate text for each one
(ie, a "narrative" that describes the equation), and then provide this
text as alt. text to an object in each equation.
There are a handful of service organizations who can do this for
you - for a fee, of course...
