You have an experienced graphic designer using Photoshop to make brochures? They must know something I don't, because that sounds like awfully hard work to me. It also invites serious problems with text.

Why weren't the brochure pages made in XPress or InDesign?

If you want to focus on what is wrong: what Distiller settings were used to make the file? I would hope your designer is aware that the default settings make a small, poor quality, file, and this isn't the problem.

What resolution does the final contain if you pre-flight it?
