Topic: Plugin / data embedding question

I haven't done any Acrobat / PDF development before and my boss asked if the following is possible.
We are considering converting an older, type-written technical manual (civil engineering) into electronic form. We would like to embed as much "intelligence" into the document as possbile. For example, we would like formulas to be available in an electronic form that a computer program could automatically make use of. We would like to embed meta-data with some of the text, and hyperlink within and external to the document. We might need to embed XML directly into the document.
In addition, we need to allow for the user to annotate the electronic copy. Ultimately it would be nice for users to be able to share annotations.
Thus we need more than a simple scanning of the document.
We know that XML could provide us some or most of these features, but it would require a lot of front-end work. We are interested in doing the work within the PDF framework.
So the question is: does Acrobat or another PDF reader allow for such complicated plug-ins? Does the PDF format allow for custom data and meta-data to be embedded? Would this project feasible?
Thanks for your input,
