Topic: Locking a PDF with PDF Library

I am trying to write a simple utility that uses the Adobe PDF Library (not to be confused with the Acrobat SDK) to lock PDFs with an owner password. I would like this to be a stand alone utility that is not a plug-in. First, is this even possible? I have been trying to work with the documentation that ships with the PDF Library SDK, but it mainly seems to be aimed at plug-in dvelopment and is not very helpful with regards to writing a standalone app for this purpose.

If this is possible, what needs to be done differently for a stand alone app? I've set up a custom security handler and registered it (which I'm not sure is what needs to be done in this case), but no callbacks are made when I save the file. Any help is appreciated. Lemme know if you need more info.
