I need to develop a CDROM-based application which generates PDFs from a range of wedding invitation templates, including information which the user enters via a form, such as guest names. The CD needs to function on OSX and Windows.

Can anyone suggest the best way of doing this? I've used PDFLib in a web environment with PHP for similar projects, but am told I need a premium license costing $20,000 if I want to do the same on CD royalty-free!
