Topic: Inaccessible Page Content, no tags for header and footer???

When I create a accessible document (Adobe Professional 7.05), the header and footer are not contained within the document structure, not a problem for a small document (as I can use the touch up tools) but for 50 pages plus it is. Rather that creating a tag for each individual footer etc. what can I do, what am I missing. [What should I be doing, as the header and footer do not add to the content of the document.]
