We have PDF Enhancer inhouse (Version 2.5) (works great By the Way!)
I've attached one of the files for you to take a look at it.
To answer the questions:
They can use the Acrobat 7.0 Reader or above, but I'm using Acrobat 6.0
to develop this product.
These fonts are fairly simple fonts it appears to me
Currently, I can get this file down to 700kb - 1mb.

MANY solutions, but without knowing more about the document,
the use of that document, etc. they will all be general purpose
recommendations and not specific ones.
However, you should certainly be looking at PDF
reduction/compression techniques such as Acrobat's own PDF Optimizer
or 3rd party tools such as PDF Enhancer from Apago.
