There are certainly some limits with the number of fields. However, it
is very hard to reach such limits.
One question is, on the other hand, whether "optimize for fast web
view" is active when you do the Save as...
As good as this option is for big plain PDF documents, it is poisonous
for forms. See what happens when you have this option deactivated. You
might have to go back to an earlier version of your form, and build it
up again.
Another useful thing to do is to have a virgin version of the base PDF
at hand, and when you are kind of done with the development, copy all
fields over from the development copy. This can help a lot too.
