Select the text, then, "Make Tag from Selection".

It's a bear. Your biggest problem is that you are using Acrobat 6 Pro.
The tools in that app with respect to Accessibility are pathetic
compared to Acrobat 7 Pro. You really need the Touch Up Reading Order
tool in 7 for what you are trying to do, no bones about it.
