Yes... I continue to be completely amazed at how little attention to
reflow and tagging of PDFs one finds in the ebook world. Like you, I
almost never encounter a PDF ebook that's been set up correctly. It's as
if publishers have all gotten together to form the "lousy ebook
experience" cartel, doubtless to protect their dead-tree business by
persuading ebook buyers that ebooks aren't yet ready for prime-time.
OK, maybe that's a little paranoid. Still, once having decided to use
PDF as an ebook vehicle, it's beyond my comprehension that almost all
such publishers could be SO clueless.

Well, if you find one that does, tell us so we can commend them in
public. For the moment, it seems readers are stuck until the publishers
begin to actually tag their own files (shocking idea!), or else use a
service bureau to get it done.
Enough complaints to the publishers (even though most have remarkably
thick skins in addition to paltry technical knowledge), and you might
begin to see some changes.
