Hi there,
Legal? Yes it is. Adobe publish the PDF file specification (with each
release of Acrobat a new spec is published), which gives software developers
all the information they need to build applications to
create/view/manipulate PDF files. So PDF is an open standard (but is
controlled by Adobe).

If you head on over to PDF Store (www.pdfstore.com) you'll find a large
collection of PDF related products that have been developed by 3rd party
software developers.
