Correct.

There reason why is very simple.

Layers in Photoshop are NOTHING like Layers (Optional
Content Groups) in PDF. The former is all about visual (Z) ordering,
effects, etc. The latter is ONLY about visibility - on or off.

So how would you convert them?

HOW did you do this? Did you click the "Create Adobe PDF"
button or did you "Print"? You MUST do the former for it to work.
