Topic: My A4 vs. 8.5x11 dilemma

First of all, I'm very happy to find this forum! I have soooo many PDF questions. Here's the first:

I am creating some worksheets in photoshop and then creating a PDF file with those jpg files. Some of the worksheet users will be printing A4, some will print 8.5x11.

What size is best to create my worksheets in in photoshop to get the best print for either A4 or 8.5x11? Should I create 2 different versions in photoshop and create 2 PDF files? Or should I just create one version in photoshop and save 2 different PDF versions after adjusting Page Setup?

I'm completely new to this so any/all the help you can give is totally appreciated.

Thanks
eric
