When printing from four pages 8.5 x 11 to two pages 11x17 in Acrobat 6 or 7 the 11x17 does not remain at 100% size

Instead I get scaling down to 94-96%

As I understand a 11x17 is basically two 8.5 by 11" side by side Why does it scale down?

One side note if I print one 8.5 x 11 onto the 11x17 it does not scale down. In all cases I set the scaling option to none, but have tried all the other settings in the drop-down
