I too have been amazed by how many people do not perform tagging of PDFs. I even have seen PDFs from the Adobe website (even PDFs discussing tagging!!) that were not tagged. Crazy. I think many "published" documents are out of the scope of the tagging capability. Only the most basic of office documents (one column, etc.) are fit to be tagged, which doesn't apply to a large amount of published content.
