Hi Merlin,
you are completly right that password protection isnt a safe way. For example the owner password can be removed in just a second (if you know how, what tool to use or how to read the PDF specs).
In your case digital signatures would make more sense. As soon you digitally sign your PDF nobody can change the document without breaking the signature. If you then time stamp the signatures (e-notar) you haven even legal proof when you signed the document.
Free Class 1 Certificates are availble quite a lot on the internet. If you require Class 2 or 3 you will have to purchase them. But since you just want to be able to detect modificatins a free class 1 certificate will be enough.
Regarding signatures tools you can either look for complete PDF Suites which can create&sign PDF documents or just a PDF Signator which could just sign existing documents.
