Hi
1) Owner Password only - applies rights for all users of the document. Password can be resetted without knowing the password
2) Owner + User Password - applies right to ONLY those users with the password. Only the user with the right password could be able to reset the security settings with some tools. If the owner is in possession with such tools he can reset the password in a second.
3) Encrypt for Recipient/Certificate - use of Public Key Certs to encrypt to one or more individuals. More save then 1+2. I am not aware of tools to reset rights of certificate protected documents. Still so it would be possible with the right energy.
4) Digital Signatures - a Signature does not protect the document from being forwarded, edited etc. A signature just makes sure that any changes to a document are right away detectable. This is good for quotations, contracts etc.
