A Designer PDF is barely a PDF at all. Really it's just a PDF wrapper around an entirely different kind of thing, an XML form.
Designer makes dynamic forms with many new features but it is a completely different way of working from the traditional PDF form method. Since you are trying to use XFDF, I am guessing you are picking up on existing documentation or posts about Acrobat forms, NOT Designer forms.
To make a form within Acrobat you use the forms tools on the Advanced Editing Toolbar.
