The "can not save" warning comes because they are using Reader, and
the form has no Extended Rights.
You might check Acrobat 8's capabilities to apply Extended Rights
(also look at their EULA), which might solve your issue. The forms can
then be saved filled out, and you could set up a little workflow.
Another option would be looking at Amgraf's OneForm Plus system where
the data can get submitted to a server, and you also get a lightweight
workflow tool (http://www.amgraf.com).
