Both are marketed by Image Solutions. They give you (depending on versions) 20-30 functions added to Acrobat. They are not new, so some of the functions have since been added in some manner by Adobe to later versions of Acrobat. Compose was acquired by ISI, so it may have some similar functions to Toolbox that are accomplished in a different manner.
If you go to the ISI website, you should see descriptions of functions added - relating to bookmarks, numbering, stamping, ToC, links, etc.
Other helpful products are from ARTS PDF (part of the same organization as our hosts here at Planet PDF) - Aerialist and Aerialist Pro. Again, a plug-in with multiple functions covering link manipulation, bookmarks, ToC, and more.
They all add features off the shelf, that you might be able to develop through scripting, or your own plug-ins, if you have development resources available. While these plug-ins may appear expensive, you have to balance it with te labor saving value for the tasks you need to accomplish.
