Topic: Converting text & image to compressed PDF

I am looking for a recommendation for the best software to use to convert mixed hard copy documents (text & photo & graphics) to a reasonable sized PDF. I am converting hard copy restaurant menus to PDF by scanning to a JPG and using CutePDF to create the output. Most of the menus are in color but if it makes a significant size difference I would have no problem going to greyscale. An 8 1/2 by 11 page is ending up at about 300k to 400k and the JPG is being scanned at 100 DPI. I don't want to go much lower than 100 DPI as the quality doesn't seem to reproduce a crisp print upon reprinting if needed by website viewers.

Any suggestions are welcome,
Thanks in advance.
