JPEG 2000 is a series of ISO/IEC standards (ISO/IEC 15444), you can
buy them at www.iso.org (you'll only need some of them for the
necessary JPXDecode support in PDFs - as described in the PDF
Reference Manual):

implementing an encoder is a real challenge, but even developing a
decoder still is alot of work. It may make sense to license some
existing decoder, We ourselves have been very happy with the JPEG2000
SDK from LuraTech (http://www.luratech.com/) in terms of quality,
portability across platforms, support and license arrangements.
