It would 'seem' that the person that made the PDF from Quark may not have had the links to the file. When I tried to examine this in PitStop, it seemed like this was an image, not vectors. Be sure the people creating the PDF create a valid PDF/X file before exchanging it - for help, visit http://www.gwg.org/siteen/content/search/searchpage.php?msi=56
