Did you check out GhostPCL?
I have no knowledge of any of these utilities, but to further the discussion, it would be interesting to hear, for each of JetPCL, PCLReader, PCLWorks, PCLtoPDF and anything else you tried, specifically why you rejected it. If you won't say, people aren't likely to suggest anything else, it seems to me, as they may just waste your time.
